SUPPLY OF AIRFIELD MAINTENANCE EQUIPMENT (UTILITY TRACTORS WITH IMPLEMENTS) FOR KIRIBATI AND TUVALU

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in Dg Market online 26th July 2011 and published Issue no 804, 16th August 2011 and re-advertised 30th April 2012.
2.The Governments of the Republic of Kiribati and Tuvalu have received a grant for assistance from the International Development Association (IDA) under the Pacific Aviation Investment Project (PAIP).Tonga Airports Ltd is responsible for implementing PAIP, through a Technical and Fiduciary Services Unit (TFSU). The Government of the Republic of Kiribati and the Government of Tuvalu are regional recipients under PAIP and are currently implementing the Kiribati Aviation Investment Project (KAIP) and the Tuvalu Aviation Investment Project (TvAIP) respectively and intend to apply part of the proceeds of this grant to payments under the contract for Airfield Maintenance Equipment (three utility tractors each with a set of implements). The tender for the equipment will be carried out by the PAIP TFSU on behalf of both countries.
3.The PAIP TFSU on behalf of the Ministry of Communications, Transport and Tourism Development of the Republic of Kiribati and the Ministry of Transport and Communications, Tuvalu, now invites sealed bids from eligible and qualified bidders for the supply and commissioning of Airfield Maintenance Equipment, to be located at Kiribati, Bonriki International Airport, Tarawa and Cassidy International Airport, Christmas Island and Funafuti International Airport, Tuvalu. The period of delivery and commissioning will be 180 days from the contract's effectiveness date.
4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, dated January 2011 The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Document, Procurement of Goods 2004, Revised May 2010 and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 6.A complete set of bidding documents in English may be obtained by interested bidders on the submission of an application to the email address below. The Bidding Documents will be dispatched electronically.
Qualification requirements include: Minimum liquid assets of not less than US$150,000; an average annual turnover during the last five years of not less than US$900,000 in production and/or supply of airport fire-fighting vehicles; evidence of business activity of a similar nature for a minimum of ten years; Details of past similar experience, including names and contact information, of manufacturing/supplying similar sized and natured contracts at least three times during the last three years. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7.Bids must be delivered to the address below at or before 22nd March 2013 at 14:00 hrs Tonga time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened 22nd March at 14:00 hrs Tonga Time in the presence of the bidders' representatives who choose to attend in person, at the address below at. All bids must be accompanied by a Bid Securing Declaration of the form provided in Section IV Bidding Forms of the Bidding Documents.
