1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on August 2, 2016.
2. The Republic of Belarus has received a loan from the International Bank for Reconstruction and Development toward the cost of Public Financial Management Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB No PFMMP/2.2/ICB-1.
3. The Republican Unitary Enterprise “Data Computing Center of the Ministry of Finance of the Republic of Belarus” (hereafter – IT Center) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply of hardware-software complex in order to develop "Active-Active" geographically distributed cluster.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011 (revised July 2014), and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:
(i) Bidder must confirm the experience in successfully completing at least 1 (one) contract for not less than USD 1 000 000 or equivalent involving supply, installation and configuration of Information Systems of similar technical characteristics and of comparable scale, including warranty and technical support, within recent three (3) (2015, 2016, 2017) years.
The calculation of contract price shall be performed at the rate of the National Bank of the Republic of Belarus, established on the date of Contract signing. Where the Bidder is a Joint Venture this requirement shall be followed by the JV leader.
(ii) Average Annual Turnover of the Bidder should be at least US$ 3 000 000 or equivalent, for the recent three (3) (2015, 2016, 2017) years. The calculation shall be performed at the rate of the National Bank of the Republic of Belarus, established on the last date of the relevant calendar year (in which the relevant amounts for this year shall be subject to conversion).
Where the Bidder is a Joint Venture the sum of all Partners' average annual turnover amounts may be used. Also, where the Bidder is a Joint Venture the JV leader must have had an average annual turnover equivalent to at least 50% of the required amount, while every other partner –10 % out of total required amount.
(iii) The Bidder shall confirm the possibility to provide warranty service of equipment and software technical support directly or through an intermediary in the Purchaser’s country.
5. Interested eligible Bidders may obtain further information from IT Center and inspect the bidding documents at the address given below from 9.00 to 18.00.
6. A complete set of bidding documents in Russian and English will be distributed among interested bidders by the request sent to aismf@ivcmf.by. The distributed version of the bidding documents, and any addenda to it, will be the binding one.
7. Bids must be delivered to the address below at or before 11.00 a.m. (Minsk time), December 4, 2018. Bids need to be secured by bank security. The amount of Bid Security required is USD 30 000. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below 11.30 a.m., December 4, 2018.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
