Implementation of MSME policy a challenge for government: Basant Tirkey

Jamshedpur, June 25: “The Jharkhand government is about to introduce a special package for the state’s Adivasi industrialists. But the implementation of MSME Policy included in the Jharkhand Procurement Policy (2014) in all related departments has become a matter of challenge for the government,” observed Basant Tirkey, the national General Secretary of Tribal Indian Chamber of Commerce and Industry (TICCI) at a meeting organized at the Tribal Culture Centre on the occasion of World Micro Small and Medium Enterprises (MSME) Day in the form of Vendor Development Program.

The chief guest at the meeting was JUSCO Ltd’s Chief of Procurement RC Mishra while the guest of honour was National SC/ST Hub State Chief Vinod Kumar and Technical Expert Pushpak Prince. The other dignitaries present included TICCI national Vice President Baidyanath Mardi and national General Secretary Eastern Region Basant Tirkey. Seventy SC-ST vendors and youth were also present at the meeting. In his address, Basant Tirkey said that the present government was paying special attention to MSME to make the concept of Make in India more viable but he added that in spite of various policies and schemes MSE was not being able to reap their benefits. “The MSME ministry has not been able to implement the Public Procurement Policy effectively in the government’s various undertakings. In fact MSE all over the country is on a rough tack. The banks’ lackadaisical attitude, departmental corruption, drawbacks in the government’s industrial policy, high interest rates and other such draw backs are major hurdles in the path to MSE health,” Tirkey contended. Another point of concern that Basant Tirkey stated was that more than 60 percent MSME were dependent on government undertakings but most of them were in the red and on the brink of closure. “There are some big undertakings that have no orders that would keep them afloat. But in spite of all these deterrents, the Jharkhand government is about to announce a new package for Adivasi entrepreneurs in the state. But the MSME Policy under Jharkhand Procurement Policy has to be successfully implemented in all departments concerned to make it effective and viable which the state government is finding difficult to do,” Tirkey opined.
