Kolkata, June 25 : The Ministry of MSME will reimburse for acquiring Research, Development and Standardisation Organisation (RDSO) Certification from Ministry of Railway in case MSME units market at least 40 per cent of their products to the customers other than Railways, MSME-Development Institute, Kolkata has said.
“This should be mentioned in the balance sheet/certifies by their auditor for claiming reimbursement,” a recent circular by MSME-DI said.
There is already a scheme for reimbursement of National/International Product Certification under National Manufacturing Competitiveness Programme (NMCP) of Ministry of MSME. Under this scheme, MSME units are reimbursed towards the expenditure incurred by them for obtaining Product Certification Licence from National Standardization Bodies like BIS, BEE etc, or International Product Certification like CE, UL, ANSI etc.
The amendment to the guidelines will provide great relief to the small and medium entrepreneurs who are venturing to supply to railways, as per the standards of RDSO.
Industry body for MSMEs, FISME, had taken up the issue of subsidisation of expenditure related to RDSO registration with the DC-MSME’s office as certification to other Indian Standards are not sufficient for supply to Railways and the MSMEs are to incur considerable expenditure towards testing charges, registration fees etc. for registration with RDSO.
The Federation of Indian Micro and Small & Medium Enterprises (FISME) had said while government is subsidising certification to BIS standards, there is no reason why RDSO charges will also not be reimbursed.
